This is the second style of Farmer issued by Royal Doulton.  The first shows a farmer with a sack of barley in front of him.  There have been various figurines with a farming theme issued by Doulton over the years, including four different types of shepherd.

The pitchfork is removable, it slots through the farmer's hand to rest on the plinth.
